GARRISON ELEMENTARY

The Department of General Services (DGS), in an attempt to assist with the substantial completion and close-out of Garrison Elementary School, requested immediate emergency mobilization of an IDIQ contractor to help bring the project into its closeout phase once the critical path had been broken and substantial completion dates were compromised. SPD Contracting, Inc. was hired to provide the labor required by this high profile and fast-tracked project. DGS set a substantial completion date not to exceed 20 days. Due to the urgency of the situation, SPD mobilized up to 140 field personnel within the first 48 hours after being hired for the project while simultaneously developing a schedule consisting of several trades that would be executed in two shifts- each 12 hours long.

The scope of the work included but was not limited to the installation of MDF window sills,  extensive gypsum board patching, the installation of bike racks and shelving, the installation of light gauge metal framing partitions, the installation of acoustical ceiling tile systems, specialty ceilings, exterior lighting, and hi-low water fountains. Furthermore,  minor excavation, the installation of tack boards, markerboards, and gypsum wallboard assemblies, the installation of door hardware, bathroom accessories and of room signage, the application of interior primer, interior finisher paint, and exterior paint. As well as, the power washing of the entire facility, the application of parking lot assignment paint, the installation of vinyl baseboard and playground accessories and the installation of flooring, finishing the job with landscaping and final cleaning services. 

Halfway through the project, the windows on the west perimeter walls began to leak due to faulty workmanship from prior contractors. SPD’s night shift supervisor noticed this occurring and immediately reached out to the corresponding point of contact to report on the incident. After accessing the situation, emergency manpower was mobilized to temporarily resolve this issue. In order to do that, a backer rod was wedged into the crevices through which water was entering the building. These measures were taken in order to prevent water damage that would, in turn, raise the cost of the project due to the extensive reworking that would have to take place in order to repair the damages.

After the successful turnover of the project, DGS requested that the routine maintenance service of the final cleaning be performed, including waxing the new flooring that had been set in place throughout the school. As a form of preventive maintenance, the newly waxed floor was then sealed with a minimum of four clear coats. In order to maintain production, concentrated work reduction efforts with clearly established scope and timeline parameters set this scope to be executed during off hours.

On the first day of school, the principal of Garrison Elementary School requested to have additional water fountains installed. Materials were procured within the hour in order to have the requested fountains installed that same night.
