DAILY OPERATIONS MANAGEMENT PLAN OVERVIEW

“At SPD, collaboration is key” – Ensuring collaboration and inclusive planning with all stakeholders is our key to success. We realize the importance of clear, concise, communication through simple lines of authority from a project’s inception to its completion. Our goal is to ensure that there will be no surprises insofar as the scope, budget, or schedule are concerned for each task assigned under the On-Call solicitation.

KEY CHALLENGES

1. Different types of projects

The RFP contemplates many different types of projects and trades that may include Construction, repairs, upgrades, and tenant- fit-out improvements such as HVAC, Electrical, Plumbing, Carpentry, Painting, Concrete and Masonry and other Auxiliary Maintenance Services, which include but are not limited to: (I) emergency response, (ii) routine services, (iii) preventative maintenance services, (iv) project-driven work and/or (v) concentrated work order reduction efforts with clearly established scope and timeline parameters. Therefore, SPD has assembled a diver team with experience in the projects that may be required under the On-Call Construction, Repair & Replacement (CRR) Services. Also, of utmost importance is the fact that in some instances the facilities will be occupied. So, SPD is aware that to accommodate the District tenants, we may need to work after hours or on weekends and holidays to not impact the daily operations of DC residents, officials, and /or visitors.

2. To provide a quick turnaround of bidding proposal, pricing and permitting when required.

SPD understands that many of the projects assigned under this RFP may be urgent and fast-tracked. Therefore, SPD has home office support and independent subcontractors who can quickly respond to pricing requests by DGS. Finally, SPD has a preferred permit expediter so we may quickly acquire any permit that the District may require.

3. Timely procurement and availability of labor and material

SPD is eager to show DGS our extensive network of subcontractors and material suppliers available to execute small-and-medium-size projects. Also, SPD has enough internal resources to cover five projects simultaneously, as well as a pool of additional resources that can be made available to us at a moment’s notice. For example, SPD provided all the labor that Chiaramonte used to augment their labor to complete the Garrison force; that was up to 120 people in four weeks during the summer of 2017. SPD’s emergency response time will  be within two (2)-hours for incidents with immediate health or safety risks and/or incidents that impair building or program operations. In addition, SPD will reach out to a professional permit expeditor to handle any permitting requirements.

4. Maintain quality, cost, schedule, and sustainability requirements

SPD will develop a realistic schedule, quality, and cost controls and closely monitor the execution of each task to minimize the chances of any surprises appearing throughout the course of the project. SPD has a dedicated estimating department that will provide time and material or lump sum estimates per DGS requests. Part of our sustainability requirements include providing a safe and efficient site. Finally, SPD is committed the ensuring the absolute safety of the site; so, SPD personnel will follow all the safety protocols laid out by OSHA and any other safety-applicable laws.

5. Dealing with different stakeholders

SPD will develop a realistic schedule, quality, and cost controls to closely monitor the execution of each task to minimize project surprises. SPD has a dedicated estimating department that will provide Time and Materia or Lump Sum estimates per DGS requests. Part of the sustainability requirements include providing a safe and efficient site. Finally, SPS is committed 100% to safety. So, SPS personnel will follow safety protocols ruled by OSHA and other safety applicable law.

Vehicle, Equipment & Supplies

SPD has an extensive fleet of equipment and vehicles as follows:

We have warehouses located in DC, Maryland, and Virginia. Our main Dispatch office is located at Georgia Ave, NW; our Virginia warehouse is in Springfield, VA; and our Maryland warehouse is in Waldorf, Maryland, and has an extension of 14 acres. We also have dispatchers who work out of their warehouses. This allows SPD Contracting, Inc. to work smoothly and efficiently with our subcontractors to deploy any heavy equipment or bulky materials that may be needed.

Our key project personnel are responsible for ensuring the on-time, on-budget completion of each task assigned to SPD. Of benefit to DGS is our single-point accountability system and clearly defined responsibilities, which enable us to ensure direct, responsive, and effective interactions in compliance with all contract requirements.

QUALITY CONTROL PLAN

Key Personnel Commitment

Having the full commitment and involvement of top-level management throughout the course of the project. This commitment ensures that our most qualified Project Team is selected, assembled and available at the start of each task with the proper focus, organizational backing, and resources to “hit the ground running.” This also ensures that the necessary financial resources, (manpower, materials, and equipment) are available when needed throughout the task’s life and that any major issues are resolved quickly, so as not to impede progress.

Project Team Selection

Employing a Project Team of proven, client-focused construction professionals with relevant project experience and knowledge of the local construction market who have the requisite ability and interpersonal skills necessary to communicate effectively and work collaboratively to ensure the success of the project.

Subcontractors and Vendor Selections

Selecting prequalified, cost-conscious, quality-focused subcontractors and vendors with proven experience and depth of resources to perform the unique tasks assigned to SPD under the On-Call Construction, Repair & Replacement (CRR) Services solicitation.

Teamwork and Communication

Ensuring effective communication and teamwork at every level of the project with all stakeholders through a collaborative team approach.

Process Quality

Employing efficient and effective management and control processes throughout our quality improvement program. Quality controls will be observed at all phases of each on-call task. Quality Control will include proper resource allocation, proper planning allocation, and safety implementation. SPD will maintain quality control logs and reports for each On-Call Construction, Repair & Replacement (CRR) Services task assigned.

HAZMAT handling will comply with federal, state and DC laws and regulations. SPD has a preferred HAZMAT contractor (Servpro) to deal with any asbestos, lead paint, or otherwise hazardous materials encountered. Servpro will be able to identify HAZMAT material and remove it efficiently and effectively from each site as required.

  • SPD considers safety to be the most important aspect of an operation. Safety should not be limited to just our staff, but to all the tenants that will be present during our operations. If possible, SPD will discuss an access and logistics plan to minimize the disruption to the occupants and enhance the safety occupants with the DGS representative.
  • Work in occupied spaces

  • Coordination of mechanical, elevator, plumbing, electrical and life and safety system.
    A key issue when it comes to performing work on the kind of occupied spaces as those described above is maintaining the operation of the facility at hand. With electrical, mechanical and life safety systems connected throughout the building, detailed investigation and planning must be performed to develop a plan for modification and/ or replacement of any systems while still maintaining overall.

  • Performing construction or maintenance activities in occupied spaces and during business hours is a key risk. To mitigate the risk of impact SPD will provide logistics plans to include how we will separate the work to reduce the impact. In addition, SPD will maintain a close communication channel with the building officials.
